中新网上海5月19日电(记者 范宇斌)19日在2024中华职业教育上海论坛上发布的《2023上海职业教育事业蓝皮书》(以下简称“蓝皮书”)显示，上海职业教育对外合作交流基础扎实，国际化发展路径清晰。
“项目化”推进国际合作交流。蓝皮书指出，上海获得2026年第48届世界技能大赛主办权。上海以跨境教育和“在地国际化”为抓手，积极应对挑战，中外合作项目继续推进，引进外国优质教育资源，提升职业教育国际化水平。2022年，上海高职院校中外合作专业数达20个，在校生2285人。
开发国际水平专业教学标准。蓝皮书指出，自2012年起，上海共开发完成汽车运用与维修、护理、制药技术等近100个专业的国际水平专业教学标准，涉及15个专业大类，分别对接德国、美国、英国等9个发达国家和欧盟等国际组织的相关职业能力标准。2022年，上海中职学校开发并被国(境)外采用的专业教学标准数有14个，开发并被国(境)外采用的课程标准有17个。同时，各中职学校在试点过程中还引入了一批国际权威的职业资格证书，如德国AHK行业协会相关证书、英国IMI职业资格证书等。
输出上海职业教育标准。蓝皮书指出，上海中职学校携手国外学校、跨国公司和企业，共同制定国际水平的专业标准和课程标准，2022年共有17门课程被国(境)外采用。
“中文+职业技能”服务“一带一路”建设。蓝皮书指出，上海职业教育以中文为切入点，建设“中文+职业技能”推广基地、人才培养基地、产业服务基地，建立国际认证培训中心等，推广“观光汉语”系列“语言+文化+专业”三位一体项目，为共建“一带一路”国家培养语言过关、技术过硬的复合型专业技能人才，促进中国技术技艺、文化和工匠精神传播。
蓝皮书认为，“中文+职业技能”融合并进的国际教育合作模式是以中文教育为切入点、技能培训为核心点的教育合作，破解了职业院校学历教育国际生培养、职业教育和产业“携手出海”所面临的语言文化、教学标准、教学资源、师资等方面的难题，着手构建起上海职业教育与世界对话、交流的有效通道，为人类命运共同体构建注入上海职业教育的新动力和载体。
全国政协常委、上海中华职业教育社原主任周汉民表示，自2014年以来，上海中华职业教育社联合上海市教育科学研究院、华东师范大学的有关专家学者着手编撰中国第一本职业教育事业发展蓝皮书，迄今已发布第10本年度蓝皮书，真实记录上海职业教育改革发展的历史与现状、政策与成就、瓶颈与成因、探索与实践，以全新的形式全面反映职业教育的运行轨迹、发展趋势和突破路径。(完)
